Mandate
The mandate of the OCA High Performance Program is to develop riders to the National Team Program and/or self-sufficiency through Trade Teams. The focus is on the development of riders and coaches to accomplish this mandate.

The Tier system (below) of athlete development was created to illustrate the scope for the program.

The OCA High Performance program focuses its impact at the Tier 3 and 4 levels. At this level the OCA can provide the services and projects to fulfill its mandate of development and measure success through Ontario representation on Trade and National Teams.
